Baskin Robbins likely doesn’t accept EBT, SNAP, or Food Stamps because they have either not applied to the USDA’s EBT program or they do not fit the USDA’s Criteria to be an eligible store. In order to be eligible to accept EBT, SNAP, or Food Stamps, a store must apply to the USDA.

Whether or not a store gets accepted to this program is up to the USDA. So it could very well be the case that Baskin Robbins was not accepted by the USDA for this program.
